Abstract Generative artificial intelligence is reshaping the methods of knowledge production and acquisition, and the ethical risks derived from the process of technology empowerment are becoming increasingly prominent. The rigid process and standardized management and control of traditional bureaucratic governance models show structural limitations in coping with the rapid iteration of technology and the dynamic evolution of risks.

With the development of artificial intelligence, machines are taking on more and more decision-making tasks (from humans), which has also triggered many new issues about social fairness and ethics.
