On August 22, according to the official website of the Ministry of Industry and Information Technology, the Ministry of Industry and Information Technology, in conjunction with the Central Cyberspace Affairs Office, the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Agriculture and Rural Affairs, the Ministry of Culture and Tourism, the National Health Commission, the People's Bank of China, the State Administration for Financial Regulation, the Chinese Academy of Sciences, the Chinese Association for Science and Technology, etc., drafted the "Measures for the Management Service of Artificial Intelligence Science and Technology Ethics (Trial) (Draft for Public Solicitation of Comments)" (hereinafter referred to as the "Draft for Comments").

It is reported that the "Draft for Soliciting Opinions" is the refinement and implementation of the "Opinions on Strengthening the Governance of Science and Technology Ethics" and "Technology Ethics Review Measures (Trial)" in the field of artificial intelligence. It clarifies the ethical requirements of artificial intelligence technology activities, strengthens support measures such as standard construction and services for small and medium-sized enterprises, helps enterprises effectively improve their ability to prevent scientific and technological ethical risks, encourages responsible innovation, helps enterprises integrate into the global market faster and more steadily, and promotes innovative development and empowerment of the artificial intelligence industry.

The "Draft for Soliciting Opinions" proposes to promote the construction of the artificial intelligence technology ethics service system, strengthen the supply of services such as monitoring and early warning, detection and evaluation, certification, and consultation, improve the ability of enterprise technology research and development and prevention of artificial intelligence technology ethics risk, increase the support for artificial intelligence technology ethics for small and medium-sized enterprises, and promote international exchanges and cooperation in artificial intelligence technology ethics.

From the perspective of the implementation subject, the "Draft for Comments" intends to clarify that universities, scientific research institutions, medical and health institutions, enterprises, etc. engaged in artificial intelligence technology activities are the responsible entities for the unit's artificial intelligence technology ethics management services. Units with conditions should establish an Artificial Intelligence Science and Technology Ethics Committee (hereinafter referred to as the "Committee"). Local and relevant competent departments may establish professional artificial intelligence technology ethics service centers (hereinafter referred to as "service centers") based on actual conditions.

Regarding the focus of the review, the committee or service center conducts an ethical review of artificial intelligence technology, focusing on fairness and justice, controllability and credibility, transparency and explanation, and traceability of responsibilities. 3. Research and development of automated decision-making systems with high autonomy that are oriented towards scenarios such as safety and personal health risks.

According to the "Draft for Soliciting Opinions", the review list will be dynamically adjusted according to work needs. The committee or service center will strengthen the follow-up review of artificial intelligence technology activities included in the "review list", and the follow-up review interval will generally not exceed 6 months.

In terms of division of responsibilities, the "Draft for Soliciting Opinions" mentioned that the Ministry of Science and Technology is responsible for coordinating and guiding the national science and technology ethics supervision, and the Ministry of Industry and Information Technology, together with relevant departments, is responsible for the ethics governance of artificial intelligence technology, and strengthens the coordination and guidance of emergency ethics work. Each department is responsible for the management and service of the artificial intelligence technology ethics in the industry and system in accordance with its responsibilities and authority, and each locality is responsible for the management and service of the artificial intelligence technology ethics in the region in accordance with its responsibilities and authority.

Regarding acts that violate the provisions of the Measures, the Draft for Soliciting Opinions pointed out that corresponding penalties will be imposed in accordance with the "Science and Technology Progress Law" and other laws and regulations and relevant provisions.
