China Releases "New Generation Artificial Intelligence Ethical Code" To Integrate Into The Full Life Cycle Of Artificial Intelligence

China News Service, Beijing, September 25 (Reporter Sun Zifa) China's National Professional Committee for the Governance of New Generation Artificial Intelligence released the "Ethical Code for New Generation Artificial Intelligence" on September 25, which aims to integrate ethics and morality into the entire life cycle of artificial intelligence and provide ethical guidance for natural persons, legal persons and other related institutions engaged in artificial intelligence-related activities.
At the same time, we should enhance the ethical awareness and behavioral consciousness of artificial intelligence throughout society, actively guide responsible artificial intelligence research and development and application activities, and promote the healthy development of artificial intelligence.
The first article of the "New Generation Artificial Intelligence Ethics Code" is clear from the beginning: This code aims to integrate ethics and morality into the entire life cycle of artificial intelligence, promote fairness, justice, harmony, and security, and avoid issues such as bias, discrimination, privacy, and information leakage.
The code of ethics clearly states that all types of artificial intelligence activities should follow six basic ethical codes: enhancing human welfare, promoting fairness and justice, protecting privacy and security, ensuring controllability and credibility, strengthening responsibility, and improving ethical literacy.
The ethical norms that specific activities of artificial intelligence should abide by include 18 specific ethical requirements including management norms, R&D norms, supply norms and usage norms. The management norms include promoting agile governance, active practice demonstrations, correct exercise and use of rights, strengthening risk prevention, and promoting inclusiveness and openness; the R&D norms include strengthening self-discipline. Awareness, improving data quality, enhancing security and transparency, and avoiding bias and discrimination; supply specifications include respecting market rules, strengthening quality control, protecting user rights, and strengthening emergency support; usage specifications include promoting good-faith use, avoiding misuse and abuse, prohibiting illegal and abusive use, providing timely and proactive feedback, and improving usage capabilities.
Among them, strengthen risk prevention, enhance bottom-line thinking and risk awareness, strengthen the research and judgment of potential risks in the development of artificial intelligence, carry out timely and systematic risk monitoring and assessment, establish an effective risk early warning mechanism, and improve the ability to control and handle artificial intelligence ethical risks.
In terms of protecting the rights and interests of users, users should be clearly informed of the use of artificial intelligence technology in products and services, and the functions and limitations of artificial intelligence products and services should be identified to protect users' rights to know and consent. Provide simple and easy-to-understand solutions for users to choose to use or exit artificial intelligence mode, and must not set up obstacles for users to use artificial intelligence equally.
In terms of organization and implementation, the "New Generation Artificial Intelligence Code of Ethics" will come into effect from the date of promulgation, and will be revised in a timely manner according to the needs of economic and social development and the development of artificial intelligence.
