In order to further strengthen the protection of minors online and promote the healthy and orderly development of artificial intelligence technology, the "Consensus on Ethical Norms for Artificial Intelligence Serving Minors" (hereinafter referred to as the "Consensus") was officially released on September 23 at the Beijing Cultural Forum's important results session.

Under the guidance of the Network Management Technology Bureau of the Central Cyberspace Affairs Commission and other departments, the China Cyberspace Security Association issued the "Security Guidelines for Providing Generative Artificial Intelligence Services to Minors" in June this year, which triggered widespread consensus. The "Consensus" issued by the association in collaboration with various industry sectors focuses on the practical challenges faced by minors in artificial intelligence services. It proposes industry norms from seven aspects: health priority, content protection, privacy protection, clear rules, transparency and credibility, collaborative governance, and ethics first. It advocates artificial intelligence service providers to effectively fulfill their social responsibilities in aspects such as product design, content management, privacy protection, and mental health guidance, and jointly create a safe, healthy, and trustworthy digital environment.

The release of the "Consensus" received positive responses from scientific research institutions, Internet companies, legal service institutions and other parties.
