A reporter asked: The ethical risks brought by artificial intelligence are increasingly attracting the attention of the international community. On November 16, China submitted the "China's Position Document on Strengthening the Ethical Governance of Artificial Intelligence" to the Conference of the Parties to the United Nations Convention on Specific Conventional Weapons. Can you introduce the relevant situation?

Mao Ning: With the continuous development and widespread application of artificial intelligence technology, the complex impact of artificial intelligence technology on the political, economic, military and social fields of various countries is becoming increasingly apparent. It is generally recognized in all countries that once artificial intelligence technology is misused and abused, it may impact social ethical norms and existing legal systems, and may cause serious ethical problems. Strengthening the ethical governance of artificial intelligence has become an important issue facing all countries.

China attaches great importance to preventing and controlling risks and challenges related to artificial intelligence, and is actively committed to international governance of artificial intelligence. In December last year, China submitted a position document to the UN Review Conference on the Convention on Specific Conventional Weapons on regulating the military application of artificial intelligence, contributing wisdom and solutions to solving the problems of artificial intelligence governance.

The position document submitted by China this time systematically put forward China's policy proposals from the perspective of artificial intelligence ethical governance, involving various aspects such as artificial intelligence supervision, research and development, use and international cooperation. The position document emphasizes that China has always been committed to building a community with a shared future for mankind in the field of artificial intelligence, actively advocates the principles of "people-oriented" and "intelligent and good", ensures that artificial intelligence is safe, reliable and controllable, better empower global sustainable development, and enhances the common well-being of all mankind.

China is willing to continue to practice the global governance concept of consultation, joint construction and sharing, work with the international community to implement the Global Development Initiative and Global Security Initiative, properly respond to the risks and challenges brought about by the application of artificial intelligence, and promote the formation of an international artificial intelligence governance plan with broad consensus.
