From October 14 to 15, 2023, the first Artificial Intelligence Ethics and Governance Conference, hosted by the China Artificial Intelligence Society (CAAI), co-organized by the CAAI Artificial Intelligence Ethics and Governance Working Committee, and the Department of Philosophy of Sun Yat-sen University (Zhuhai), and co-organized by the Virtual Teaching and Research Office of the Artificial Intelligence Ethics and Governance Course Group in Key Areas, was successfully held in Zhuhai, Guangdong. Nearly 300 experts and scholars from many universities, research institutes and enterprises including the University of Science and Technology of China, the Chinese Academy of Social Sciences, Harbin Institute of Technology, Dalian University of Technology, Sun Yat-sen University, Zhejiang University, East China University of Political Science and Law, Peking University, Huazhong University of Science and Technology, Jiangsu Open University, China Institute of Information and Communications, Shanghai Institute of Artificial Intelligence, Tencent Research Institute, Oriental Fortune Group, attended the meeting online and offline.

At the opening ceremony, Chen Jianhong, Chairman of the Conference and Director of the Department of Philosophy (Zhuhai), Sun Yat-sen University, welcomed the scholars attending the conference. He pointed out that in an era of rapid development of science and technology, interdisciplinary dialogues in fields such as philosophy and artificial intelligence can inspire each other and are of great significance. Chen Shishi, deputy director of the Humanities and Social Sciences Department of Sun Yat-sen University, sincerely thanked the organizer, hosting and co-organizer of the conference on behalf of the Humanities and Social Sciences Department of Sun Yat-sen University. Chen Xiaoping, Chairman of the conference, Director of the CAAI Artificial Intelligence Ethics and Governance Working Committee, and Professor of the University of Science and Technology of China, delivered a speech to the conference on behalf of the CAAI Artificial Intelligence Ethics and Governance Working Committee. He pointed out that the development of artificial intelligence is bringing broad and profound changes, and scientific and technological ethics has become a necessary part and key driving force for scientific and technological progress and high-quality development.

The CAAI Artificial Intelligence Ethics and Governance Working Committee has held six "Artificial Intelligence Ethics Forum from a Global Perspective" for three consecutive years, and has held three online training courses for "Artificial Intelligence and Technology Ethics" for three consecutive years. Together with domestic and foreign colleagues and all sectors of society, it has contributed to promoting the construction of artificial intelligence ethics in my country. On the eve of the meeting, the Ministry of Science and Technology and 10 other departments jointly issued the "Technology Ethics Review Measures (Trial)", marking that my country's science and technology ethics construction has entered the governance implementation stage, which is of great significance to the healthy development and responsible innovation of scientific and technological activities such as artificial intelligence in my country. my country's artificial intelligence academic circles, industry circles and all sectors of society are facing new tasks, new requirements, new challenges and new opportunities. Against this background, the first Artificial Intelligence Ethics and Governance Conference carried out extensive interdisciplinary exchanges and in-depth discussions around the new situation, new tasks, new opportunities and new challenges of Artificial Intelligence Ethics and Governance. Academician Dai Qionghai, Chairman of CAAI, serves as the honorary chairman of this conference.

Song Haitao, Dean of Shanghai Institute of Artificial Intelligence, Qin Bing, Professor of Harbin Institute of Technology, and Chen Xiaoping, Professor of University of Science and Technology of China, respectively gave conference reports entitled "The Digital Intelligence Economy Empowers the New Era", "Value Alignment of Big Language Models" and "If Big Models Are No longer Black Boxes...". Professor Zhu Fangwei of Dalian University of Technology, Wang Huaping of Sun Yat-sen University, Feng Fuli, Special Professor of University of Science and Technology of China, and Liu Zhiyi, Chief Scientist of Oriental Fortune, commented on the content of the report and asked questions about some research hot topics. The reporter responded and the discussion was very enthusiastic.

The four speakers and titles in the theme report are: Liu Fangxi, a researcher at the Chinese Academy of Social Sciences, "Reality·Assisted·Inevitability: Scientific Cognition of Natural Language Big Models and their Risks", Ma Changshan, a professor at East China University of Political Science and Law, Fang Chao, a professor at Huazhong University of Science and Technology, "Integrated Governance of Artificial Intelligence Security: Principles and Basic Framework", and Liu Guiquan, an associate professor at the University of Science and Technology of China, "Research on the Application of Knowledge Editors in the Field of Artificial Intelligence Ethics", and the Four speakers discussed some hot topics of artificial intelligence ethics and governance from different angles.

In order to strengthen the construction of young talents in the field of artificial intelligence ethics governance in my country, the conference also specially organized a youth forum with young talents as its theme. As representatives of young scholars, Cao Jianfeng from Tencent Research Institute, Xue Feng from Zhejiang University, Ye Bin from Sun Yat-sen University and Wang Yuzhou from Peking University respectively gave reports titled "Ethical Challenges of Generative Artificial Intelligence and Its Governance Thoughts", "A Brief Analysis of Ethical Challenges of Large Model Security", "Embroidered Plan for Artificial Intelligence Ethics" and "The Deceptiveness and Implicit Deception of Artificial Intelligence", which aroused great interest from the participants. Four senior scholars, including Qian Jie and Wang Huaping, Professor of Sun Yat-sen University, Liu Fangxi, Researcher of the Chinese Academy of Social Sciences, and Chen Xiaoping, Professor of the University of Science and Technology of China, had in-depth dialogues and exchanges with young scholars.

Faced with the new situation of artificial intelligence ethical governance at home and abroad and the urgent needs of talent training, the conference organized two special invitation reports. Bi Chunli, deputy director of the Intellectual Property and Innovation Development Center of China Information and Communications Research Institute, shared the current development status and trends of artificial intelligence ethical governance at home and abroad. Geng Huantong, Vice President of Jiangsu Open University, introduced the experience and practices of using intelligent, digital and networked means to carry out large-scale open schools. The two special invitations gave the participants helpful inspiration.
