The smart Internet blue book "China Smart Internet Development Report (2025)" organized and compiled by the People's Daily Research Institute was officially released in Shanghai today. Among them, the article "Global Artificial Intelligence Ethical Governance in 2024: Exploration of Core Characteristics and Consensus" written by Fang Shishi, director of the Internet Governance Research Center of the Shanghai Academy of Social Sciences, and Ye Ziming, research assistant to the Internet Governance Research Center of the Shanghai Academy of Social Sciences, pointed out that with the rapid development of generative artificial intelligence applications and bringing intensive governance issues, global artificial intelligence ethical governance is accelerating towards systematic implementation in 2024. The more scattered ethical principles are gradually aggregated into systematic laws and regulations, and there are still obstacles in the implementation of ethical principles. Although the governance practices of various countries and international organizations continue to expand in depth, global governance rules are still in full swing.

The article sorted out the AI ethical governance practices carried out by major global governance entities through diversified paths such as legislative supervision, industry self-discipline, and international cooperation in 2024, and summarized the core agenda of global AI ethical governance: the leading governance model is gradually established, the governance plan is adapting to the rate of technology iteration, the consensus difference between cutting-edge governance issues, and the update of goals and risk assessment plans. The article summarizes the main characteristics of global artificial intelligence ethical governance: gradual aggregation of governance mechanism design, multinational science and technology giants moving into ethical governance actions, differentiation of governance capabilities among countries, lack of "soft infrastructure" and acceleration of global southern construction.
