Beijing's "Implementation Measures On Strengthening The Governance Of Science And Technology Ethics" Solicits Opinions To Increase The Risk Assessment Of Artificial Intelligence Ethics

The Beijing Science and Technology Commission, Zhongguancun Management Committee, together with relevant departments, recently formulated the "Implementation Measures on Strengthening the Governance of Science and Technology Ethics" (hereinafter referred to as the "Implementation Measures") to further improve the Beijing Science and Technology Ethics Governance System and effectively prevent scientific and technological ethics risks.

The Beijing Science and Technology Commission, Zhongguancun Management Committee, together with relevant departments, recently formulated the "Implementation Measures on Strengthening the Governance of Science and Technology Ethics" (hereinafter referred to as the "Implementation Measures") to further improve the Beijing Science and Technology Ethics Governance system and effectively prevent scientific and technological ethics risks. From now on, we will publicly solicit opinions from the public. The format and content of the "Implementation Measures" have been further adjusted and improved, adding ethical governance requirements such as artificial intelligence ethical risk assessment, fairness and interpretability of artificial intelligence.

In recent years, my country's scientific and technological innovation has developed rapidly, and the fields of biomedicine and other fields have faced new ethical challenges. The rise of emerging technologies such as artificial intelligence, big data, and synthetic biology has brought potential ethical risks and put forward new requirements for the ethical governance of science and technology. In recent years, the pace of legislation in the field of science and technology ethics in my country has been accelerating, and relevant laws, regulations and policy requirements have been successively issued. At present, the city still lacks a management system and a responsibility division system at the city level. It is necessary to formulate implementation measures for strengthening scientific and technological ethics governance at the city level to better coordinate and implement scientific and technological ethics governance.

The main contents of the "Implementation Measures" include six parts, including overall requirements, improving the system of science and technology ethics governance, strengthening the system of science and technology ethics governance, strengthening the review of science and technology ethics, strictly supervising, management and investigation and handling of science and technology ethics, and in-depth education and publicity on science and technology ethics. It not only implements the relevant provisions in the national science and technology ethics governance policy documents, but also draws on the core concepts and experiences of international science and technology ethics governance. For example, learn from the EU's three aspects of ethical governance concepts such as "public participation", the concept of different ethical risk hierarchical management of different ethical risk levels in the field of artificial intelligence, and risk supervision methods; scientific and technological activities to distinguish different ethical risk levels in scientific and technological ethical governance in fields such as artificial intelligence, life sciences and medicine, and list cutting-edge technologies such as the general model of high-risk systems defined in the EU Artificial Intelligence Act as key targets of ethical governance in the field of artificial intelligence in the "Implementation Measures".

The "Implementation Measures" fully combine with the actual situation of Beijing's scientific and technological innovation and reflect the characteristics of Beijing's scientific and technological ethical governance. For example, in terms of the governance system, it is clearly stated that the joint meeting on the construction of municipal work style and academic style and scientific research integrity is responsible for the overall coordination and macro-guidance of scientific and technological ethics governance work in the city, and the responsibilities of the competent departments of various municipal industries are clarified; in terms of implementing policies, it is deeply analyzed in Beijing's existing relevant policy documents, and promoted the implementation of relevant requirements of the "Beijing's Several Measures for Deepening the Mutual Recognition of Medical Ethics Review Results" and other documents; in terms of giving full play to the advantages of the capital's scientific and technological community, it fully reflects the use of the intellectual advantages of the capital's science and technology community, promotes joint discussions of experts in multiple fields, promotes the implementation of mechanisms such as expert review, and promotes the improvement of scientific and technological ethics risk monitoring and early warning mechanisms, etc.; in terms of giving full play to the advantages of the platform, relying on the Beijing Key Laboratory of Artificial Intelligence, the Artificial Intelligence Safety and Governance Public Service Platform, and the Beijing Medical Ethics Quality Promotion Center, etc., to provide support in the construction and improvement of governance system, risk warning and governance, publicity and education.
