Strengthening the ethical governance of artificial intelligence technology has become a key task in ensuring the healthy development of artificial intelligence and maintaining social harmony and stability.

Recently, the China Industrial Internet Research Institute released the "Research and Policy Suggestions on the Governance of Artificial Intelligence Technology", which provides a certain reference for the ethical governance of artificial intelligence technology.

In recent years, the artificial intelligence industry has flourished, the scale of the industry continues to grow, the number of enterprises is large, and important breakthroughs have been made in key core technologies. Application technology has entered the international advanced ranking. A number of industry-leading AI open platforms have initially had the ability to support the rapid development of the industry. However, behind the rapid development, the ethical risks of artificial intelligence technology are becoming increasingly prominent. For example, risks caused by technical factors include algorithmic discrimination, false information, privacy infringement and data security. The risks caused by human factors include public opinion manipulation, emotional dilemma, responsibility ownership and technical abuse.

Countries around the world attach great importance to artificial intelligence governance work. Different countries have formed their own unique governance models based on their own development concepts and actual conditions.

According to the content of the China Industrial Internet Research Institute, my country has adopted a combination of "hard means" and "soft methods" in promoting the ethical governance of artificial intelligence. In terms of "hard means", the development of the artificial intelligence industry and ethical governance will be considered as a whole, and policies and legislation will be formulated. In terms of "soft methods", my country has actively issued ethical governance initiatives, built a standard system, and carried out ethical governance guidelines.

While my country has made certain progress in the governance of artificial intelligence ethical risk, it also faces many challenges. The China Industrial Internet Research Institute stated that it mainly exists in the lack of technical support and insufficient risk testing tools; lack of citizen ethical awareness and limited participation; insufficient practicality of guidelines and lack of effective accountability; scattered relevant legislation and imperfect system; vague regulatory bodies and lack of coordinated organization.

In response to the above issues, the China Industrial Internet Research Institute has also proposed a series of countermeasures. For example, build a framework for the ethical risk governance system, clarify the responsibilities and governance processes of each subject; refine the guidelines for the governance of artificial intelligence ethical risk governance, implement the accountability mechanism for violations; clarify the responsibilities of the artificial intelligence ethical supervision department, give full play to the external supervision functions; strengthen the support of artificial intelligence technology, promote the research and development and application of governance testing tools; strengthen the publicity and education of artificial intelligence ethical, and enhance the public's ethical awareness and participation ability; actively participate in international exchanges and cooperation in the ethical governance of artificial intelligence, and promote the formation of a global consensus.

The ethical governance of artificial intelligence technology is a long-term and complex systematic project that requires the joint participation and efforts of the government, enterprises, scientific research institutions, social organizations and the public. By continuously improving the governance system, strengthening technological innovation, and improving ethical awareness, our country can effectively respond to the ethical challenges brought by artificial intelligence and achieve harmonious coexistence and sustainable development of artificial intelligence technology and human society.
