The proposals brought by Zhang Tianren, a member of the National People's Congress and chairman of Tianneng Holdings Group, this year involve artificial intelligence, power battery recycling, low-altitude economy, etc. On March 7, Zhang Tianren said in an exclusive interview with a reporter from the Beijing News Beike Finance that artificial intelligence brings unprecedented convenience and opportunities to mankind, but also brings a series of challenges. It is recommended to formulate the "Artificial Intelligence Management Law" to establish a complete system of artificial intelligence technology ethics and norms and an open and transparent artificial intelligence supervision system.

Improve regulations to meet the challenges of low-altitude airspace management
Beijing News Beike Finance: In your proposal, you suggested formulating the "Low Altitude Airspace Management Law". What are the main challenges facing low-altitude airspace management at present? Why is legislation needed?
Zhang Tianren: I believe that my country's current low-altitude airspace management still has some shortcomings in the regulatory level. The existing regulations focus on some areas or specific types of aircraft management, and lack a comprehensive law that comprehensively covers all aspects of low-altitude airspace management. In actual management, multiple departments such as military aviation, civil aviation, and local governments have cross-responsibilities, which are prone to management gaps or overlaps, affecting management efficiency and decision-making execution.
At present, my country's low-altitude airspace legislation level is low and the number is small. UAV flight approval procedures are complex and flight altitude is limited, which restricts the development vitality of the low-altitude economy. In addition, there are security risks such as injuring people, disturbing aviation, invading privacy, invading important places, and polluting the environment. Laws are urgently needed to regulate and guide them.
The "small workshop" for power battery recycling needs to be treated
Beijing News Beike Finance: Low-altitude economic development has also spawned the industry's demand for power batteries. The bill you brought this year is also related to power battery recycling. What problems are there in this regard?
Zhang Tianren: Currently, there are limited channels for obtaining retired power batteries. In order to ensure the recycling efficiency of power batteries, enterprises with whitelist qualifications have invested high costs in factories, equipment, environmental protection processing, digitalization and other aspects, and lack price competitive advantages. However, "small workshops" without qualifications have cost advantages and use raising recycling prices to obtain competitive channels.
According to incomplete statistics, about 70% of retired batteries were collected by "small workshops" at higher prices and flowed into informal channels. Then, the used power batteries were simply repaired and packaged or roughly broken and flowed into the market, seriously disrupting the normal order of the power battery market recycling.
Beijing News Beike Finance: You suggest building an ecological system for the entire life cycle of power batteries. How will this promote the sustainable development of the power battery industry?
Zhang Tianren: If power batteries can establish a comprehensive utilization ecosystem for battery manufacturers, vehicle companies, and recycling companies and form linkages, they can explore suitable business models, integrate industry resources, and build a wide-coverage and sustainable recycling and comprehensive utilization network. Enterprises can also improve the information traceability platform and build an information traceability system for the entire life cycle from battery production, use, comprehensive utilization, scrapping and recycling. Ultimately, we can realize the backend transmission of the operating data and battery cell data of the battery management system (BMS). The information system can query the real-time traceability of battery cell data, and realize the support for the battery residual value evaluation of the big data platform to achieve the final regular flow of the battery.

However, this rapid development has indeed triggered a series of complex and urgently needed problems. From a social and economic perspective, some companies use artificial intelligence technology to falsely promote and exaggerate publicity, misleading consumers and investors, and disrupting market order.
In the field of moral ethics, artificial intelligence systems rely highly on massive data, and the risk of privacy leakage during data collection, storage and use is extremely high. In addition, when an artificial intelligence system causes an accident or causes damage, the ambiguity of the definition of liability makes it difficult for victims to seek effective legal relief.
I believe that we urgently need to solve it through complete legislation and effective regulatory mechanisms to ensure that artificial intelligence develops on a healthy and reasonable track and benefit society.

Zhang Tianren: I think it is necessary to formulate the "Artificial Intelligence Management Law", establish a complete system of artificial intelligence technology ethics and norms, and establish an open and transparent artificial intelligence supervision system; it is also necessary to clarify the responsible subjects and the degree of responsibility, establish and improve data protection and security mechanisms, and encourage breakthroughs and innovations in key technologies.
We have legislation not because you are bad, but we need clear legal norms such as data privacy protection, algorithm fairness and transparency requirements, which can also create a healthy, fair and orderly environment for artificial intelligence innovation. When enterprises and scientific research institutions are developing and applying artificial intelligence technology, they do not have to worry about falling into legal disputes due to data privacy issues. They can also avoid negative social evaluations caused by algorithm bias, so as to focus more on technological innovation and breakthroughs, stimulate innovation vitality, and improve innovation efficiency.
