At the meeting, my country's disarmament ambassador Li Song submitted the "China's Position Document on Strengthening the Ethical Governance of Artificial Intelligence" to the conference, and pointed out that artificial intelligence, ethics come first.

Li Song pointed out that artificial intelligence has huge potential development dividends, but its application may also bring a series of problems such as ethical impact. The position document released this time aims to promote the understanding and attention of the international community and enhance the welfare of human beings around the world. At the same time, the position document demonstrates my country's governance principles of "people-oriented" and "intelligent and good" for artificial intelligence technology. A reporter from Southern Finance and Economics found that my country has always been concerned about the formulation of artificial intelligence ethical rules. With the expansion of technology application, artificial intelligence ethical governance has gradually moved from paper rules to industrial practice.

Ethical first concept covers the entire life cycle

On November 16, my country's disarmament ambassador Li Song issued a position document at the 2022 Conference of the States Parties to the Convention on Specific Conventional Weapons, emphasizing my country's position on the development of artificial intelligence technology and "ethical first" in the governance of artificial intelligence technology.

In the position document, China put forward a series of proposals on the supervision, research and development and use of artificial intelligence life cycle:

In terms of supervision, we adhere to ethics first and promote the ethical supervision of artificial intelligence from various aspects such as system construction, risk control, and coordinated governance. Gradually improve the artificial intelligence governance system and establish a scientific and technological ethics review and supervision system; strengthen the analysis and judgment of potential ethical risks of artificial intelligence technology, gradually establish an effective risk warning mechanism, adopt agile governance, and classify and hierarchical management.

In terms of R&D, it is recommended to integrate ethical considerations into all aspects of R&D, and strengthen ethical review of data collection and algorithm development to achieve universality, fairness and non-discrimination of artificial intelligence systems. For algorithms, transparency, interpretability and reliability should be improved, and auditable, supervisable, traceable, predictable and trustworthy should be gradually realized. Regarding data collection, it is required to strictly abide by relevant data security regulations, ethics and relevant legal standards in the collection, storage, and use, and improve the completeness, timeliness, consistency, normativeness and accuracy of data.

In terms of use, we advocate a responsible attitude towards using technology to avoid misuse, abuse and malicious use. Strengthen the argumentation and evaluation before use of products and services, promote the mechanism of ethical training, and require relevant personnel to fully understand the characteristics and risks of technology, and have the necessary professional qualities and skills. Ensure the personal privacy and data security during the use of products and services, strictly follow international or regional norms to process personal information, improve the authorization revocation mechanism, and oppose the illegal collection and use of personal information.

In response to international cooperation, the position document calls on all countries to share the benefits of artificial intelligence technology and promote all countries to participate in the discussion of major issues of international artificial intelligence ethics and rule formulation. On the premise of fully respecting the principles and practices of artificial intelligence governance in various countries, the international community promotes the formation of a kind of leverage. Ethical governance principles move towards practice

As a disruptive new technology, the development of artificial intelligence technology and the expansion of industries also bring risks. Among them, ethical issues such as algorithmic discrimination and privacy security need to be properly regulated and governed.

In fact, ethical rules have been an important part of my country's artificial intelligence governance since the beginning of the research and development and application of technology. Since the 2017 "New Generation Artificial Intelligence Development Plan", the ethical rules of artificial intelligence have changed from principles to specific rules and have gradually moved towards industrial practice.

In 2019, "The Principles of the Governance of New Generation Artificial Intelligence - Developing Responsible Artificial Intelligence" was released, proposing eight principles that need to be followed in the development of artificial intelligence. The "Guidelines for the Construction of the National New Generation Artificial Intelligence Standard System" released the following year made a clear understanding of the definition of ethical standards and key scenarios. In January 2021, the National Information Security Standardization Technical Committee issued the "Practical Guidelines for Cyber ​​Security Standards-Guidelines for the Prevention of Security Risks in Artificial Intelligence Ethics", which pointed out five types of security risks in artificial intelligence ethics, namely: out-of-control, social, and infringement. and require the prevention of ethical issues to cover multiple nodes such as technical research, design, application and use. In September of the same year, the National New Generation Artificial Intelligence Governance Professional Committee issued the "New Generation Artificial Intelligence Ethical Specifications", which clarified six basic ethical principles, and also emphasized the coverage of the thinking of artificial intelligence ethical governance in multiple processes such as technology management, R&D.

In March this year, the General Office of the CPC Central Committee and the General Office of the State Council issued the "Opinions on Strengthening the Governance of Science and Technology Ethics" (hereinafter referred to as the "Opinions"), demarcating artificial intelligence as a key area, clearly putting forward the governance requirements of "ethics first", and It stated that it will promptly promote the elevation of important scientific and technological ethical norms into national laws and regulations. In addition, the opinions also reflect the importance of artificial intelligence ethics issues in industrial practice, and require relevant enterprises to establish internal science and technology ethics (review) committees. In the second half of this year, the "Shanghai Regulations on Promoting the Development of Artificial Intelligence Industry" and the "Shenzhen Special Economic Zone Artificial Intelligence Industry Promotion Regulations" implemented successively, also expressed concern about ethical issues in industrial development. The regulations of the two cities were also expressed. All require the establishment of an artificial intelligence ethics expert committee to be responsible for the analysis and judgment of ethical issues in the city and the formulation of ethical governance rules.
