After months of constructive dialogue and consultation, representatives of UNESCO Member States have agreed on a grand and extensive new draft template to develop and use artificial intelligence in an ethical way.

On the eve of UNESCO's November conference, ethical changes in artificial intelligence are accumulating momentum. The Recommendation will be submitted to UNESCO Member States for adoption at the General Assembly. It will establish a global framework to ensure that digital transformation promotes human rights and contributes to the achievement of the Sustainable Development Goals. It will address issues such as transparency, accountability and privacy, including action-oriented policy chapters on data management, education, culture, health care and the economy, and provide governments and policy makers with a global framework for regulating artificial intelligence.

Once passed, leaders around the world will have a common point of reference in how to manage risks and guide these new technologies as forces for good. Artificial intelligence has the potential to fundamentally reduce inequality, promote diversity and benefit all mankind.

Although artificial intelligence technology has extraordinary value and potential for social and economic development, artificial intelligence also brings complex and unique challenges to decision makers. Artificial intelligence has caused serious concerns about prejudice, stereotypes and discrimination. More and more decisions in the public and private sectors are based on analysis generated by artificial intelligence. Therefore UNESCO calls for the development of artificial intelligence to ensure fair results.

The Recommendation will contain provisions that ensure that real-world bias does not reappear in virtual spaces and provide specific policy actions based on universal values ​​and principles. It will also ask UNESCO to analyze the level of advancement in each country in the field of artificial intelligence in order to assist it during the implementation phase.

24 well-known experts from around the world participated in the formulation of the text, ensuring the broad, comprehensive and diversified recommendations. The formulation of the proposal was also negotiated globally, covering diverse voices from different stakeholder groups around the world.

UNESCO will work fully with Member States and partners to ensure that the commitment to providing a strong ethical basis for artificial intelligence to benefit humanity is fulfilled.
