At the same time, we will enhance the ethical awareness and behavioral awareness of artificial intelligence in the whole society, actively guide responsible artificial intelligence research and development and application activities, and promote the healthy development of artificial intelligence.

Article 1 of the "Ethical Code of New Generation Artificial Intelligence" is clear: This code aims to integrate ethics into the entire life cycle of artificial intelligence, promote fairness, justice, harmony and security, and avoid prejudice, discrimination, privacy and information leakage.

The ethical norm clearly states that all kinds of artificial intelligence activities should follow six basic ethical norms, including improving human welfare, promoting fairness and justice, protecting privacy and security, ensuring controllability and credibility, strengthening responsibility, and improving ethical literacy.

The ethical norms that should be followed in specific activities of artificial intelligence include 18 specific ethical requirements: management norms, R&D norms, supply norms and usage norms. The management norms include promoting agile governance, actively practicing demonstration, correct exercise of rights, strengthening risk prevention, and promoting Inclusive and open; R&D standards include strengthening self-discipline awareness, improving data quality, enhancing safety and transparency, and avoiding bias and discrimination; supply standards include respecting market rules, strengthening quality control, protecting user rights and interests, and strengthening emergency guarantees; usage standards include promoting good faith use and avoiding errors Use abuse, prohibit illegal use, prompt and proactive feedback, and improve usage capabilities.

Among them, in terms of strengthening risk prevention, we will enhance bottom-line thinking and risk awareness, strengthen the analysis and judgment of potential risks in the development of artificial intelligence, carry out systematic risk monitoring and evaluation in a timely manner, establish an effective risk warning mechanism, and improve the ability of artificial intelligence ethical risk management and handling.

In terms of protecting user rights and interests, users should be clearly informed when using artificial intelligence technology in products and services, and the functions and limitations of artificial intelligence products and services should be identified to protect users' rights such as knowledge and consent. Provide users with simple and easy-to-understand solutions to choose to use or exit the AI ​​mode, and do not set obstacles to users' equal use of AI.

In terms of organizational implementation, the "Ethical Norms for the New Generation of Artificial Intelligence" will be implemented from the date of its promulgation and will be revised in a timely manner based on the needs of economic and social development and the development of artificial intelligence.
